WhatsApp API pricing in Pakistan is per message. On Meta's rate card effective 1 October 2026, a marketing template delivered to a Pakistani number costs $0.0473, and a utility, authentication or service (reply) message costs $0.015. Each business number gets 1,000 free service messages a month, messages customers send you are free, and resellers charge their own, higher rates.
This guide covers how Meta charges, the 24-hour window, Pakistan's current rates, what providers add, the free app versus the API, and a worked monthly bill. Rates were checked on 22 October 2026.
How much does WhatsApp Business API cost in Pakistan?
Meta charges $0.0473 per marketing template and $0.015 per utility, authentication or service message sent to a Pakistani (+92) number. These are Meta's list rates in US dollars, from the rate tool on Meta's WhatsApp Business pricing page, which Meta's developer pricing documentation names as the place to see its current rates.
| Message category | What it's for | Meta's rate per delivered message to Pakistan |
|---|---|---|
| Marketing (template) | Offers, sale announcements, abandoned-cart reminders | $0.0473 |
| Utility (template) | Order confirmations, delivery updates | $0.0150 |
| Authentication (template) | One-time passcodes | $0.0150 |
| Service (free-form reply) | Replies inside the 24-hour window, by a person or a third-party AI | $0.0150, after 1,000 free per number each month |
| Authentication-international | Passcodes from large senders based outside Pakistan, after Meta notifies them | $0.0750 |
A few details matter for a Pakistani business:
- Pakistan has its own rates. Meta names 39 markets individually on its rate card, and Pakistan is one of them, so you don't pay a regional rate.
- Rates rose twice this year. Meta's change log lists increases to Pakistan's utility and authentication rates on 1 April 2026 and again on 1 October 2026. Marketing wasn't changed in either update.
- Volume discounts start late. Utility gets cheaper only after 150,000 messages a month to Pakistan, and authentication after 100,000 (the next tier is $0.0143). Service messages have no volume tiers.
- No rupee billing. Meta bills in 16 currencies, and the Pakistani rupee isn't one of them.
- Changes come quarterly. Under Meta's pricing calendar, rates can change only on 1 January, 1 April, 1 July or 1 October, with at least a month's notice.
How does WhatsApp API pricing work?
Meta charges for each message a business delivers, priced by the message's category and the recipient's country code. This per-message model replaced conversation-based pricing on 1 July 2025.
Meta charges only on delivery, not on sending, and "does not charge for messages from users to businesses." Each message has one category, so it carries one charge at most.
There are five categories. Three are templates, which Meta approves in advance and you can send at any time: marketing, utility and authentication. Two are free-form replies, which can go out only while the customer's 24-hour window is open:
- Service messages, written by a person or by a third-party AI tool.
- Meta Business Agent messages, written by Meta's own AI agent and charged at $2.00 per million tokens, which Meta estimates at about 4 to 5 cents a message.
What is the 24-hour window on WhatsApp?
The 24-hour window, which Meta calls the customer service window, opens when a customer messages or calls you and resets each time they write again. While it's open you can reply with free-form messages; once it closes, you can reach that customer only with an approved template.
What the window costs changed on 1 October 2026, according to Meta's non-template pricing page:
- Replies are charged again. Service messages were free from 1 November 2024. From 1 October 2026, "any non-template message is charged," at the same rate as utility and authentication in that market. Each business phone number gets 1,000 free service messages a month, which reset monthly and don't roll over.
- Utility templates inside the window are charged again. They were free from 1 July 2025 and are charged like any other utility message from 1 October 2026.
- You need a payment method. Without one, Meta says it "will deliver service messages within the free tier but not deliver them after the free tier has been used."
One caution: the text on Meta's own pricing page still says "we do not charge for service messages, or for utility messages businesses send in response to users." The developer documentation is the newer source, and the rate tool on that same page lists a $0.015 service rate for Pakistan.
When are WhatsApp messages free?
Four kinds of message cost nothing:
- Messages customers send you. Inbound messages are never charged.
- Your first 1,000 service replies each month, per business phone number.
- Messages in a free entry point window. When a customer messages you from a click-to-WhatsApp ad on Android or iOS and you reply within the 24-hour window, that reply is free and opens a free entry point window. While it's open, marketing, utility, authentication and service messages are all free. Meta's current documentation says the window "may remain open for up to 7 days."
- Messages you send from the WhatsApp Business app. If you connect a Business app number to the API (Meta calls this coexistence), Meta says messages sent from the app "will continue to be free"; only messages sent through the API are charged.
Sources disagree on the free entry point window. Meta's pricing page and its deprecated conversation-pricing documentation still say 72 hours and include Facebook Page call-to-action buttons, and AiSensy's pricing page also says 72 hours. Meta's current per-message documentation names only click-to-WhatsApp ads and says "up to 7 days." If many of your chats come from ads, ask your provider which rule its billing follows.
Is WhatsApp Business API free?
No. On the API, Meta charges for each delivered message outside the free cases above, and most providers add a monthly plan on top. The WhatsApp Business app is the free option: WhatsApp launched it as "a free-to-download Android app for small businesses."
| WhatsApp Business app | WhatsApp Business API (Cloud API) | |
|---|---|---|
| Cost | Free to download; messages are free | Per delivered message, by category and country |
| Who replies | You, by hand | Your developers, a provider's inbox or an AI agent |
| Automation | Greeting messages, away messages, quick replies | Whatever the connected software does |
| Templates at scale | No | Yes, once Meta approves them |
For a shop answering a few dozen chats a day by hand, the app may be enough. The API is worth paying for when you want a shared team inbox, AI answers, or templates sent at scale.
Do I need a BSP to use the WhatsApp Business API?
No. Meta's Cloud API can be used without a business solution provider (BSP): Meta's getting-started guide walks a developer through creating an app, getting a token and sending messages, and its pricing pages refer to "directly-integrated businesses." Most small businesses use a provider anyway, because building an inbox, templates and automation takes a developer.
Providers bill in one of two ways:
- Resellers charge Meta's message fees to you at their own rate card, next to their monthly plan. WATI, AiSensy and Interakt work this way.
- Tools that connect your own WhatsApp Business account, where Meta invoices you directly at Meta's rates and the tool charges only for its software.
What do providers charge on top of Meta's rates?
Resellers publish their own per-message prices, and they're higher than Meta's list rates. For messages to Pakistani numbers, checked on 22 October 2026:
| Billed by | Marketing | Utility | Authentication | Service | Plan |
|---|---|---|---|---|---|
| Meta directly (list rate) | $0.0473 | $0.0150 | $0.0150 | $0.0150 | None |
| WATI, Growth and Pro (rate card dated 1 October 2026) | $0.0591 | $0.0195 | $0.0195 | $0.0180 | WATI Growth, $49 a month in Pakistan |
| AiSensy (country rates, effective 1 October 2026) | $0.057 | $0.018 | $0.018 | $0.018 | AiSensy Basic, $45 a month |
| Interakt, Growth (listed rates, no date shown) | $0.052 | $0.020 | $0.017 | $0.017 | Interakt Growth, $55 a month plus taxes |
WATI's rate card and AiSensy's pricing page both say the 1,000 free service messages a month still apply; Interakt's rate page doesn't say. The WATI figures are from the card its pricing page links for plans priced for Pakistan; the card it links for US-priced plans charges $0.0757 for a marketing message to Pakistan. Our WATI pricing guide covers WATI's plans and AI add-on in detail.
What does a month of WhatsApp messages cost? A worked example
For 2,000 customer chats plus 500 marketing templates, Meta's own fees come to about $99 a month, and a reseller's rate card adds about $20 to that before its plan. Here is the arithmetic.
Say a store uses one WhatsApp number and, in one month, answers 2,000 customer chats inside the 24-hour window, sending three replies per chat on average. That's 6,000 service messages. It also sends 500 marketing templates. None of the chats start from an ad, so no free entry point window applies.
Charged service messages: 6,000 − 1,000 free = 5,000.
| Line | Meta directly | Through WATI Growth | Through AiSensy Basic |
|---|---|---|---|
| Service messages | 5,000 × $0.015 = $75.00 | 5,000 × $0.0180 = $90.00 | 5,000 × $0.018 = $90.00 |
| Marketing templates | 500 × $0.0473 = $23.65 | 500 × $0.0591 = $29.55 | 500 × $0.057 = $28.50 |
| Message fees | $98.65 | $119.55 | $118.50 |
| Monthly plan | None | $49.00 | $45.00 |
| Total | $98.65 | $168.55 | $163.50 |
At Meta's own rates the messages cost $98.65. Through WATI they cost $119.55, which is $20.90 more, before the plan. Through AiSensy they cost $118.50, which is $19.85 more. The "Meta directly" column is only Meta's fee: you still need software or a developer to send the replies. Neither plan price includes AI replies either. WATI sells its Astra AI agent separately, and AiSensy's AI Agent Builder is a $50-a-month add-on.
Two things move this bill most. The first is replies per chat: at one reply per chat, Meta's service line falls to $15.00 (1,000 charged messages × $0.015). The second is ads: replies to chats that start from a click-to-WhatsApp ad are free while the free entry point window is open.
Where Aivastark fits
Full disclosure: Aivastark is our product. It connects your own WhatsApp Business account through Meta's Cloud API, so Meta bills its message fees to you directly, at the "Meta directly" rates above, and Aivastark adds no markup. Its AI replies are service messages, so the 1,000 free a month apply, and Meta charges $0.015 for each one after that.
Aivastark answers customer messages with AI on WhatsApp, Instagram, Messenger and Telegram from its Starter plan: Aivastark Starter costs $39 a month with 5,000 credits, and a standard reply is one credit. The reply follows the script the customer writes in (Roman Urdu in, Roman Urdu out), and voice notes are transcribed and answered in text (see Roman Urdu and voice notes). You can keep the WhatsApp Business app on the same number; replying from your phone takes that chat over. More on WhatsApp for Pakistani stores and the WhatsApp integration.
What it doesn't do: send broadcasts, template campaigns, bulk messages or order confirmations. It can send up to three follow-up nudges inside the 24-hour window, off by default. In the example above, Aivastark would answer the 6,000 replies (past the 5,000-credit allowance, paid plans bill overage at the rate on our pricing page), but the 500 marketing templates would need WATI, AiSensy, Interakt or a similar tool. If campaigns are your main use of WhatsApp, one of those is the better buy. See Aivastark vs WATI, vs AiSensy and vs Interakt.
Bottom line
From Meta, WhatsApp Business API messages to Pakistan cost $0.0473 per marketing template and $0.015 per utility, authentication or service message, with 1,000 free service replies per number each month. Since 1 October 2026 replies cost money, so count your replies per chat before you budget. Then decide who bills you: Meta directly, or a reseller's rate card on top of a monthly plan.
Frequently asked questions
Does Meta bill WhatsApp API fees in Pakistani rupees?
No. Meta bills WhatsApp Business Platform charges in 16 currencies, including US dollars, euros, UAE dirhams and Saudi riyals, and the Pakistani rupee isn't one of them. Meta publishes its Pakistan rates in US dollars: $0.0473 per marketing template and $0.015 per utility, authentication or service message. Resellers such as WATI also price their Pakistan plans in US dollars.
Are AI chatbot replies on WhatsApp charged?
Yes. Meta counts any free-form reply written by a person or a third-party AI as a service message. From 1 October 2026, each business phone number gets 1,000 free service messages a month, and Meta charges for every one after that at the market's utility rate, which is $0.015 for Pakistan. Replies from Meta's own Business Agent are billed per token instead.
Are chats from click-to-WhatsApp ads free?
Yes, if you reply within the 24-hour window. Meta says your first reply to a customer who came from a click-to-WhatsApp ad on Android or iOS is free and opens a free entry point window, in which marketing, utility, authentication and service messages are all free. Meta's current documentation says that window may stay open for up to 7 days; some older pages still say 72 hours.
Do messages customers send to my business cost anything?
No. Meta charges only for messages a business delivers to WhatsApp users, never for messages users send to a business. Each customer message also opens or resets a 24-hour customer service window, inside which you can reply with free-form messages. Those replies are service messages: the first 1,000 a month per number are free, then Meta charges $0.015 each for Pakistani numbers.
Can I keep using the WhatsApp Business app after connecting the API?
Yes, through what Meta calls coexistence. A business can connect its existing WhatsApp Business app number to the Cloud API through a provider's Embedded Signup flow and keep using the app. Meta says messages sent from the app stay free, while messages sent through the API follow Cloud API pricing. Aivastark supports this; a reply from your phone takes that chat over from the agent.
